Expansion, implementation, and sustainability of High-Quality, High-Volume Spay/Neuter (HQHVSN) programs.
Projects that provide low-cost spay/neuter services, either directly or indirectly, to designated beneficiaries.
Training costs for staff and veterinarians in techniques for low-cost spay/neuter within HQHVSN programs, adhering to the ASPCA's Grants vs Expenses Policy.
