The mission of the California Department of Housing and Community Development is to promote safe, affordable homes and strong vibrant communities across California. HCD helps to provide stable, safe homes affordable to veterans, seniors, young families, farm workers, tribes, people with disabilities, and individuals and families experiencing homelessness.
The MORE (Manufactured Housing Opportunity and Revitalization) Program, established following statutory changes approved by Governor Gavin Newsom, aims to ensure Mobilehome Parks in California can continue to provide affordable homeownership. It replaces the underutilized Mobilehome Park Rehabilitation and Resident Ownership Program (MPPROP), expanding eligible applicants to include local public entities, qualified nonprofit housing sponsors, and some private Mobilehome Park owners. This program focuses on rehabilitating Mobilehome Parks with serious health and safety concerns, funding the rehabilitation or replacement of individual Mobilehomes, and creating affordability restrictions for assisted parks.
