Mr. Rhoads established the Foundation in 1971 with the mission to promote the extension of religion, education, alleviate human suffering, and prevent and control diseases. The grantor aimed for the funds to be used for the acquisition, construction, maintenance, and beautification of public buildings and grounds, encouraging public and civic betterment, providing for the relief of the indigent, and aiding in scientific research for mankind's betterment.
