The initiative encourages progress from planning to pilot to full implementation over three to five years. Grant evaluation considers the project's significance, integration and collaboration level, approach soundness, evaluation plan quality, impact potential, capacity for enduring systems change, potential for replication, and the exit strategy. Average total investment is about $2 million per project over the grant period.
