The North Carolina Department of Health and Human Services distributes funding from the state's Civil Monetary Penalty (CMP) program to activities that benefit nursing home residents and enhance their quality of care or quality of life. CMP funds are derived from monetary penalties imposed on nursing homes by the Centers for Medicare & Medicaid Services (CMS) for non-compliance with Medicare and Medicaid requirements. These funds may be used for a variety of purposes including assistance during facility closures, support for resident and family councils, facility improvement initiatives, staff training, and activities aimed at improving resident quality of life and social interaction.
