The Democracy Commission Small Grants Program aims to strengthen initiatives that support open and competitive political systems alongside the protection of human rights. Specifically, it focuses on enhancing civil society and advancing tolerance, diversity, and inclusion within Montenegrin society. It seeks project proposals in areas such as the protection of human rights and promotion of tolerance, especially among youth; ethnic minority, LGBTQi, and gender equality; women’s empowerment in the political and economic spheres; and bolstering civil society. Projects can encompass strategic policy engagements, advocacy, communication campaigns, capacity-building trainings, workshops, hackathons, cultural programming, and community initiatives. The program prioritizes quality, sustainable proposals targeting underserved communities, particularly in economically disadvantaged areas facing challenges of out-migration.
