The ISN Bureau is organized around three mutually reinforcing efforts: Nonproliferation Policy, International Security Policy, International Security and Nonproliferation Programming.
The grant seeks to analyze divergences and address gaps in internal compliance programs and best practices between U.S. and Indian companies, particularly those on the U.S. Department of Commerce’s Entity List since 1998 due to India’s nuclear tests. Despite a relatively permissive licensing policy from the Commerce Department, the grant aims to assist these entities in enhancing regulatory and institutional compliance to foster robust U.S.-India technology partnerships. It emphasizes the need for proposals to demonstrate a clear understanding of the challenges, deconflict with existing programs, and align with the Export Control and Related Border Security (EXBS) Program goals. The grant encourages capacity development and technical assistance for compliances, such as protecting advanced technologies and adhering to nonproliferation norms, with the possibility of supplemental support from U.S. interagency experts.
