    The grant, Strategic Trade Facilitation in Southeast Asia: Promoting U.S.-Philippines and U.S.-Vietnam Technology Partnerships, focuses on enhancing the capacity of the Philippines and Vietnam to protect sensitive semiconductor-related technology and intellectual property from diversion and misuse. It aims to strengthen the regulatory environments, implementation practices, enforcement measures, and related mitigation measures to protect semiconductor and other dual-use technology in these countries. The project encourages greater U.S. technology partnerships with the Philippines and Vietnam by facilitating legal regulatory capacity pertaining to intangible technology transfer (ITT) and related technology controls, helping companies protect sensitive technologies, prevent diversion of U.S. origin technologies, and ensure compliance with international nonproliferation norms. The initiative seeks implementers to deliver capacity development and technical assistance that addresses regulatory and institutional weaknesses, fostering an environment that supports technology innovation, protection, and control measures.
