    The grant program, spearheaded by the U.S. Department of Transportation's National Highway Traffic Safety Administration, is designed to aid States in initiating and implementing a strategy that provides vehicle owners and lessees with information on open motor vehicle recalls at the time of vehicle registration. This initiative supports States in devising a methodology for identifying open recalls, informing affected parties during the registration process, and assessing the effectiveness of these notifications by analyzing the completion rates of recalls. Successful applicants are expected to run this notification program for two years and subsequently evaluate its outcomes.
