The Strategic Innovation for Revenue Collection (SIRC) Program aims to provide grants totaling up to $45 million to eligible entities for the purpose of testing the feasibility, design, acceptance, equity, and implementation of road usage fees and other user-based alternative revenue mechanisms. This initiative is designed to support the long-term solvency of the Highway Trust Fund. The program seeks to explore a variety of objectives, including evaluating different user groups' acceptance, minimizing administrative costs, ensuring data privacy and security, conducting public education on the need for alternative revenue mechanisms, and assessing the impact of these mechanisms on transportation revenues, personal mobility, and freight movement, among others.
