    The Bureau of Counterterrorism leads the Department of State in the whole-of-government effort to counter terrorism abroad and to secure the United States against foreign terrorist threats.

    The grant focuses on providing assistance to enhance the operational, administrative, and security capacities of the Philippines' counterterrorism courts, particularly in regions such as Zamboanga and possibly Sulu, Mindanao. The program's objectives include conducting a comprehensive evaluation of the current infrastructure, processes, and practices of these courts; increasing the efficacy and efficiency of court administrations for improved adjudication of terrorism-related cases; enhancing the security arrangements of the courts; and providing a detailed methodology for assessing the impact of the project activities. This initiative is intended to ensure that counterterrorism courts can safely, effectively manage and secure court facilities, leading to the more timely trial and adjudication of terrorism-related cases.
