Its primary goal is to aid various emergency management agencies at the state, local, tribal, and territorial levels in adopting the National Preparedness System. This aligns with the overarching objective of achieving a secure and resilient nation as outlined in the National Preparedness Goal. The program invites applications through the FEMA Grants Outcomes system, allowing State Administrative Agencies (SAA) or Emergency Management Agencies (EMA) to apply for funding on behalf of their respective jurisdictions.
