The broad goals of the Quality Improvement Center on Helplines and Hotlines (QIC-H2) grant program are to enhance the national capacity of community-based helplines, offer a viable alternative to child welfare interventions, and cultivate a clear, evidence-based approach to differentiating between poverty and willful parental neglect in child maltreatment assessments. The grant aims to achieve these objectives by establishing a repository of best practices for helpline operation, developing training materials to help mandated reporters and hotline staff address bias and make accurate assessments, supporting diverse pilot sites for strategy testing, and evaluating the effectiveness of these strategies to disseminate findings and recommendations widely.
