The program aims to provide affordable funding for the development of essential community facilities in rural areas with no more than 20,000 residents, including Federally Recognized Tribal Lands. Eligible areas are based on U.S. Census Data. The funding supports the purchase, construction, improvement of essential community facilities, and the purchase of equipment and related project expenses. Essential community facilities are defined as those providing essential services for the orderly development of the community, excluding private, commercial, or business undertakings. Examples include healthcare, public facilities, community support services, public safety services, educational services, utility services, and local food systems. Funding assistance is on a graduated scale based on community size and median household income, with specific eligibility criteria for grant assistance percentages related to project costs.
