    The mission of the Community Foundation of the Northern Shenandoah Valley, as represented by the Paul and Martha Rees Fund, is to respond to the most compelling needs and opportunities in the Northern Shenandoah Valley community. This includes the City of Winchester, as well as Frederick, Clarke, and Warren Counties.
