The grant program concentrates on the five phases of disaster - Response, Relief, Recovery, Rebuilding, and Resiliency/Preparedness, prioritizing the first three phases during an active emergency or disaster. This structure ensures comprehensive support from immediate action to long-term recovery and preparedness for future incidents.
