The program emphasizes the importance of a thorough planning phase, which includes legal and budgetary research as well as internal Tribal government planning and organizational preparation for health care program management. This planning is essential for making informed decisions on assuming PSFAs and for organizational adjustments necessary for their successful support. Participation in the grant program does not obligate Tribes to enter the TSGP, allowing for flexibility based on planning outcomes.
