    The grant program aims to support Tribes in planning for self-governance regarding the administration of health care programs. It provides resources for Tribes interested in entering the Tribal Self-Governance Program (TSGP) and existing Self-Governance Tribes considering assuming new or expanded Programmable Self-Governance Functions and Activities (PSFAs). The program emphasizes the importance of a thorough planning phase, which includes legal and budgetary research as well as internal Tribal government planning and organizational preparation for health care program management. This planning is essential for making informed decisions on assuming PSFAs and for organizational adjustments necessary for their successful support. Participation in the grant program does not obligate Tribes to enter the TSGP, allowing for flexibility based on planning outcomes.
